This image appears on the letters page of today’s Guardian (31 July 2006) directly underneath a letter about the “Israel lobby”.The text by the image reads: "throughout a war that has killed Lebanese people, the Israel lobby has regularly charged those damning such actions with anti-Semitism..."
The image is yet another in a stream of images that illustrate a 'Zionist' or Jewish conspiracy taking over state policy around the world. The set of images imply that Jews are more bound to other Jews than they are to their own community - cosmopolitan Jews undermine the interest of patriotic citizens who are loyal to their country. Often the star of David is used, which is handily ambiguous, since it is both a symbol of Jews and also a symbol of Israel.
This is the Independent's illustration of the claim that America is forced to spill the blood of its citizens for a war in the interests of Israel. The Stars of David taking over the american flag is a stape antisemitic image.
